ContactInformationMaintainer now feeds to ContactInfoAPI instead of d… (#7274)
* ContactInformationMaintainer now feeds to ContactInfoAPI instead of directly writing to database
* Retrieve tenants from API instead of controller. Added ApiHostnameProvider.
* API config now is now string instead of list. Removed unused imports. hostname -> authority
